Techniques used to check the efficiency of the police agency
To improve the effective management of the police, there should be a system that evaluates performance in order to determine the effectiveness of the agency. These methods are to consider the success of the police in reaching its goals and objectives like life and property protection, maintenance of order, life threath prevention, supporting of individuals that are subjected to physical harm, protection against constitutional rights, and more (Sparrow, 2015). Some techniques in checking the effectiveness of the police agency include:establishing the reduction rates of crimes reported; clearance rates; response time; and enforcement productivity measures. A reduction in occurence of crimes can be compared to other neighbourhoods, national average rates, and historical rates (Bayley, 1996). To establish the reductions of crime rates, the department may record the number of crime cases reported in the agency within a specific period and compare them with a previous period. If the crime has reduced, then the agency is effective.
Clearance rates are difficult to measure, but they show the overall satisfaction of citizens with how the police agency handles cases. If the agency was able to clear cases faster, then it can be considered effective. If the clearance rate is low, then the department is less effective.
The response time refers to the time taken by the police to respond to a case. For example, citizens who have reported a crime case are asked about how the police responded using a citizen satisfaction survey (Sparrow, 2015). If the police took longer to respond to several cases, then the agency is not effective. If they take a short time to respond, then the police agency is effective. The enforcement productivity can also be measured – the number of arrests, searches and cases handled. If the productivity is high accompanied by a reduction in the number of crime rates, then the police agency is effective.
