The benefits of weatherization
Weatherization is used to protect the interior and exterior parts of buildings from precipitation, wind, and sunlight to reduce the amount of energy consumed by the building and also maximuize its efficiency. With energy prices increasing die to the crises of 1973, the Weatherization Assistance Program (WAP) was started in 1973 by Energy Department to fund territories, government, elderly, handicapped and low income families to improve home energy efficiency. Business as Usual Before the crisis that happened in 1973, the cost of energy was not high and the level of unemployment was average. Over tme, out of the crisis, unemployment and the energy prices went up significantly and triggered the search for other better ways of reducing energy costs (Hamilton 238).
BUILD UP FOR STRESS IN THE SYSTEM
- Normal channels fail
Before the 1973 oil crisis, there were issues of energy costs but because the level of unemployment was not high and activism in support of the idea of energy efficiency did not get enough supporters. Energy costs were not a concern because of the lower prices. During the 1973 oil crisis, there was a profound increase in unemployment and prices.
- Conditions ripen
The increased energy costs and unemployment created a need for energy efficiency programs to save on energy costs.
Trigger event
The oil crisis of 1973 triggered the search for ways of reducing energy costs as well as the levels of unemployment. It led to the formation of the WAP through Congress in 1976 bypassing the Energy Conservation Policy Act.
Take off
The Congress passed the weatherization program in 1976 the program was effected in 1977. The weatherization crew focused on air sealing fundamentals that included caulking and cellulose insulation installation to help save oil and cut energy bills. Volunteers did most of the work.
SEEN AS A GENERAL PROBLEM
- Activist failure
The WAP program services are still needed in the country. Only around seven million households have benefited from the program against the eligible 38 million homes in America that are eligible. The program also faces financial and political challenges.
- Win Majority of Public
There is a potential of saving money and energy for all homeowners regardless of their income levels if there is a common foundation for working together.
RESOLUTION
- Success
WAP has turned out to be amongst the most successful programs by the federal government in promoting an economy that is energy efficient. It as well works as a job multiplier.
- Moving on
The Home Energy Professional Program that certifies skilled workers has continued to help WAP build a legacy of new initiatives and technological and workforce innovation.
