In terms of passing and making laws, Congress refers to a government body that is elected by voters to represent the people of a country. There are other tasks for Congress that include passing legislation, deciding day-to-day government functions, and passing the budget. An example is the case whereby the United States is faced with high danger of terrorism hence depends on the congress to organize for intelligence so as to counter attack the threats.

One of the major roles of congress is to oversee and supervise the intelligence agencies operating within the country so as to ensure that run smoothly. In accordance to the context, the strategic intelligence refers to n the critical information required by the policy makers in making important military decisions and policy making both in the national and the international capacity.  Another important role performed by the congress in strategic intelligence is that the congress is said to be behind the formulation of important requirements that are applied by the intelligence community.  The requirements that are formulated by the congress are mainly said to compose of the strategies applicable in the intelligence collection.

The congress is mandated to oversee the budget appropriation to relevant intelligence bodies. The congress ensures the coordination of the strategic intelligence and ensures that it is used for the right purpose by the government.  The congress in additional ensures that the policies that are set are followed through the appropriation and authorization. The congress has the power to release funds to different functions said to entail the strategic intelligence activities. The congress conducts investigations that ensures that the policies set are followed. If the policies are not followed, there is a possibility of being reprimanded. 

The budget is the most important element in the ensuring that the strategic intelligence works in the required capacity. The congress has to ensure that the strategic intelligence community get the required funds to enable them to run their activities. The budget allocated to the strategic intelligence community has to be accounted. The congress does strict follow-ups to ensure that the money released is not misappropriated.  The congress organizes various committees that does the budget follow up. The intelligence community is set to meet the committee after a given period of time whereby they present the activities revolving the budget. The information gathered by the strategic community is presented before the congress. The congress uses the information to make critical decisions regarding the country’s governance. There might be suppressing issues that the citizens are undergoing through but are not able to speak them out to government directly. In this case, the strategic intelligence community is responsible to providing the congress with the information for future good governance. In the countries whereby the citizens are denied opportunity to speak their woes there is likely to be increased rebellion directed to the government.  The strategic intelligence community further provides information regarding the security of the citizens. In the case there might be threat towards citizen’s peace, it is the mandate of the strategic intelligence to provide the government with substantial information that will help them overcome the threat.

There is proper role in the oversight of the strategic intelligence activities.  In the bid to ensure that the policies expressed in the appropriations and budget are followed. To ensure this, it is important to ensure that the accountability of the team involved in the strategic intelligence activities. The congress must scrutinize the persons mandated with the power to carry the role of n strategic intelligence. It is important to ensure that the persons holding different administrational positions in the strategic intelligence meets high level of qualification. The strategic intelligence is a very important body as it directly affects the governing of a country. In the united states, there are very strict rules that are supposed to be adhered to by the members of the strategic intelligence community. The strategic intelligence agencies are regularly vetted by the congress to ensure that their transparency is maintained and meets high level of the required behavior.

The congress is supposed to establish track records to ensure that the members who are unaccountable for their position are fired and charged in the court of law.  Strict policies are supposed to be put in place so as to0 ensure that there is no one among the strategic intelligence members is tempted to mismanage the funds allocated to them by the congress. The congress as a government body has the overall power to either hire or fire any person in any position of the strategic intelligence community. This ensures that the strategic intelligence members stays focused in the course of providing critical information to the government.
