Performance standards are common and important components in improving fire and emergency services, as well as providing high-quality services. It entails assessing performance against a variety of success factors as well as reviewing various aspects of development. Capability and response, relief and recovery, and risk and resilience stages are the three major elements of fire and emergency services (EMV, n.d). Each of the three aspects has a goal, which determines the levels of performance expectations.

Capability and response level
At the capacity and intervention level, the goal is to integrate the people, systems, and resources required to achieve emergency outcomes as well as actions to address all types and complexities of emergency situations. Therefore, the standard helps in evaluating capabilities of development programs and ensure the appropriate resources are available to manage incidents. Similarly, it ensures availability of resources at all time by providing protection and preservation of life including the safety of the emergency personnel (EMV, n.d).
Risk and resilience level
Relief and recovery standards operate with a notion that resilient and safe communities are always connected. In which case the standard has the ability to assess, manage and monitor risks while building on the past experiences. The standard thus ensures that policies, practices, and procedures reinforce the culture of the shared responsibility. Consequently, it evaluates the emergency sector to ensure it shares responsibilities for building community resilience through training, exercising and community resilience building (EMV, n.d). On the other hand, it ensures that the necessary resources such as IT systems are available to support risk management and mitigation at state, community and local government levels.
Relief and recovery level
Assistance is provided either during or in the aftermath of an emergency while recovery is a long-term process undertaken for the affected communities. Therefore, this standard ensures that the emergency sector has the capability to support the affected community with the core and immediate needs in which case there should be effective coordination, management, and communication of relief services (EMV, n.d). Also, it ensures that there are effective recovery programs and governance to enable communities to manage their recoveries.
Conclusion
Although different levels of performance standards exist with different requirements, they are all structured to ensure there is a performance criterion. The performance criteria define observable and specific activities necessary in achieving minimum requirements while ensuring the quality of fire and emergency services.
