It gives the general procedure of how the operation is to be conducted, the government relationships and Incident Management Structure. It further explains how the activities are to be held at the State Emergency Operations Center Preparedness Levels, Federal agencies and the business as well as volunteer organizations. Chapter 5 of the FEMA Region X describes how the coordination instructions are to be implemented. It gives the transition of incident support responsibility, the incident management assistance teams as well as defense coordinating legal officers. These specific guidelines are missing in The State of Alaska 2016.
