The paper also compares and contrasts how the education systems in the counties compare to that of the United States.
Finland has a political system that embraces parliamentary democracy whereby the power lies on the subjects. The country also embraces multiparty system whereby the opposition party has the power of checking the actions of the running government. The Finland government declared its independence from Russia in 1917. The county is member of the European Union. Luxembourg on the other hand embraces representative democracy. The representative democracy is in the form of democracy. Citizens who have attained 18 years and can be reelected if they perform better in their previous terms elect the leaders in Finland. President who rules a term of six years heads the government of Finland (Abel, Jaison R., and Richard Deitz, np). The power of the president had been reduced previously while the powers of the prime minister were raised to help reduce the probabilities of dictator leadership. Luxembourg leadership is hereditary from the Nassau Family. The Treaty of London recognized the country as an independent foreign state in 1839. Just like other nations, the power of the government is divided to other branches within which determine the functions that it performs.
The graduation rates reflects on the economy of the country. It is estimated that the percentages of the amount of funds that the government of Finland in health is lower than what Luxembourg spends. Countries with higher percentage of educated individuals have a higher percentage of being healthy. Education not only equips individuals with the knowledge of how to live healthily but also gives higher probabilities of getting more health professional. Well trained health care professionals would mean that patients are treated swiftly and this lowers the amount of money spent in the maintenance of sick patients. The average wages given to individuals in Luxembourg is higher than the individuals doing similar jobs in Finland are. However, the unemployment rate in Luxembourg is higher than in Finland. This is tied to the fact that only individuals qualify for the jobs that are provided by the government of Finland. The general economy of Finland is generally higher because government’s power is always in check by the opposition. Monarchy does not allow power to be distributed to other ethnicities and his might recipe bad leadership in a region. Finland has a population of about 5.5 million while Luxembourg has a population of 0.5million. The high population is as a result of high percentage of graduates in Finland who understand what it takes to being healthy. However, the political system in Luxembourg does not allow the leadership of individuals from other tribes apart from the Nassau family. Finland has the same political system as the United States, tis explains that facts that the country records such a high rate of those who complete their tertiary education. The political system has great impact on the probability that people would learn or not. The government of the United States ensures that there is stability in the number of individuals who graduate every year. United States led in the percentage of graduates among the OECD countries in 1995 and still maintains its position in 2008 at 37 percent. Education plays a great role in the economy of the country and this explains why they are economic super power.

A country that needs to improve economically needs to strengthen their educational systems to ensure that they get as many graduates as possible yearly. The government needs to ensure that the policies that govern education allow every individual gets to the tertiary level. For instance, the government can reinstate a policy that requires high student loans and lower cost of the tertiary education fees. Education reflects the economy of a countries and this reflects on the strength of economy of Finland and United States as compared to Luxembourg. The good economy of the individuals who leave in Finland is reflected by the law morbidity rates and this makes them give their best all the time they are at work (Quinton, Sophie. np). Education enhances social cohesion and this can greatly help in the improvement of economy as the signing of business deals relies on the degree of trust between the parties that are involved.
